On July 9th, the 6th "Zhihui China Europe · Beijing Forum" hosted by China Europe International Business School was held in Beijing. The forum, with the theme of "Global Order Reconstruction and Global Choice of Enterprises", gathered 11 authoritative experts in the political and business fields to share in-depth information and explore ways to break through the changing situation.

In his speech, Wang Hong, Dean of the China Europe International Business School, pointed out that the current synchronized oscillation of the three major global systems - the warming of geopolitical games, the fragmentation of the trade system, and the digital transformation of the currency system, combined with the impact of new technologies such as artificial intelligence, constitute an unprecedented systemic change. Enterprises need to go beyond traditional thinking, find the right starting point, and win the initiative in the changing situation. The China Europe International Business School will also rely on the advantages of globalization and its alumni network covering 91 countries and regions, with over 35000 people, to continue providing wisdom and talent support for the globalization process of Chinese enterprises.

Yang Beibei, Director of Beijing Investment Promotion Service Center, stated in her speech that Beijing gathers top-notch scientific and educational resources and complete innovation carriers, providing core technological sources for the global development of enterprises with a deep industrial foundation and abundant innovation momentum. Beijing is also continuously promoting high-level opening up to the outside world, by accelerating the construction of international law and business integration demonstration zones, and building a full chain overseas service system that links domestic and foreign markets, to ensure that enterprises can steadily carry out cross-border layout. Next, the Beijing Investment Promotion Center will deepen cooperation with the China Europe International Business School in the fields of industry integration and business environment research, fully support alumni enterprises from China and Europe to expand their global markets, and work together to attract global investors to Beijing for development.

Le Yucheng, former deputy director of the State Administration of Radio, Film and Television and a senior international expert, deeply analyzed the current international changes and response strategies from multiple dimensions in his keynote speech. He pointed out that the global economic and political landscape is accelerating its differentiation, among which the countries of the global South are rising rapidly, contributing 80% of the global economic growth share, and the BRICS countries account for over 40% of the total economic output, indicating the collective rise of emerging economies and the irreversible trend of multipolarity.

Former Deputy Representative of the Ministry of Commerce for International Trade Negotiations, Chong Quan, analyzed the current global trade development trend in his keynote speech. He pointed out that relying on a robust energy structure resilience, China has smoothly overcome the crisis in the Strait of Hormuz and withstood the impact of this round of global energy risks. In addition, China continues to deepen cooperation with the global South, achieve diversified market layout, and multiple non trade and tariff policies will help upgrade African industries. He stated that the current old order is rapidly disintegrating, and new regulations have not yet taken shape. It is urgent for all parties to maintain the multilateral trading system and promote global trade governance reform and open cooperation.

Zhang Ming, Deputy Director of the Institute of World Economics and Politics at the Chinese Academy of Social Sciences, delivered a keynote speech on the theme of "The Evolution of the International Monetary System and the Internationalization of the Renminbi". He pointed out that China has been promoting the internationalization of the renminbi since 2009, and so far, the progress in the trade sector has been faster than that in the financial sector, and the payment sector has been faster than the valuation sector. In the face of the new situation, it is necessary to vigorously develop the RMB pricing and settlement functions for bulk commodities and the entire industry chain, increase efforts to provide RMB safe assets to international investors, and fully promote the construction of cross-border payment and clearing systems.

The roundtable forum, themed "Technological Competition and the Orderly 'Going Global' of Chinese Enterprises", was chaired by Professor Cui Fan from the University of International Business and Economics and Chief Expert of the China World Trade Organization Research Association. It engaged in in-depth dialogue on topics such as foreign-related legal construction, technological competition, and compliance of enterprises going global.

Cui Fan pointed out that since the beginning of this year, China has successively issued new regulations such as the "Regulations of the State Council on Industrial Chain and Supply Chain Security", the "Regulations of the People's Republic of China on Anti Foreign Improper Extraterritorial Jurisdiction", and the "Regulations of the State Council on Outward Investment". On the basis of adhering to the basic national policy of opening up to the outside world, China has coordinated opening up and security. He suggested that enterprises should seriously study the relevant new regulations, strengthen the construction of compliance systems, and actively provide feedback during the consultation stage of the adjustment of the national technology export management list. They should strengthen communication with government departments and collaborate with professional service agencies to jointly improve management measures and promote orderly "going global".

Cui Weijie, Vice President of the Institute of International Trade and Economic Cooperation of the Ministry of Commerce, believes that the introduction of a series of foreign-related laws and regulations is a concrete manifestation of China's high-level opening-up to the outside world, especially high-level institutional opening-up. He cited the "Regulations of the State Council on Outward Investment" that officially came into effect on July 1st this year as an example, pointing out that this is the first administrative regulation in the field of outward investment and has milestone significance. It not only actively connects with international high standard economic and trade rules, but also prudently pre sets risk prevention measures. While providing more solid legal protection and systematic professional service support for enterprises going global, it also draws clear institutional boundaries for their cross-border operations and puts forward higher requirements for compliant operations.

Currently, "AI going global" is becoming a new trend in global technology, and Chinese companies are also stepping onto the international stage to showcase their AI capabilities. Luo Rong, Executive Vice President of Baidu Group and General Manager of the Mobile Ecology Business Group, introduced Baidu's practice of using AI big models to promote overseas business at the roundtable forum. He pointed out that AI is essentially a globalized track, and going global is an inevitable choice. The prospect of going global for enterprises is bright, but every step must be taken with caution. The most crucial thing is to continuously cultivate internal skills. Only by achieving cross generational or even generational leadership in technology can we overcome various barriers and truly gain a competitive advantage.

Cai Kaiming, Senior Partner of Dacheng Law Firm, stated that the core competitiveness of Chinese enterprises going global has upgraded from the hard power of cost-effective products to a comprehensive competitiveness combining hard power and compliance soft power. Compliance has become a necessary option for enterprises to go global, and it is necessary to adhere to the pre compliance approach, completing compliance assessment and risk assessment during the project planning and initiation stage. Especially during the stage of soliciting opinions on regulatory legislation at home and abroad, enterprises should actively provide suggestions, promote the inclusion of their reasonable demands in legislative considerations, and avoid compliance risks from the source.

In his concluding speech, Xu Dingbo, Chair Professor and Vice Dean of Accounting at the China Europe International Business School in France, pointed out through a review of global trade-related data that globalization has not ended - the proportion of global trade volume to GDP has been around 30% for a long time, and the total amount of global trade in goods and services in 2025 is expected to increase compared to the previous two years. Data shows that since 2017, the import and export scale and trade deficit of the United States have increased instead of decreased, while China has significantly reduced its dependence on the US and EU markets by promoting deep adjustments to its trade structure. ASEAN has become China's largest trading partner. Facing the systematic restructuring of the global order, embracing globalization and facing competition head-on is the only way to promote technological innovation and social progress.

It is reported that the Beijing campus of China Europe International Business School has been closely following the trend of national development and globalization since the establishment of the "Zhihui China Europe · Beijing Forum" in 2021. Over the past six years, it has gathered more than 70 important experts in the political and business fields to conduct in-depth discussions, building a diverse and integrated high-end dialogue platform for all parties concerned about China and global issues.
