There have been opposing voices within the ruling coalition of the Liberal Democratic Party.

The so-called "sub capital" concept refers to the temporary replacement of the capital function by Osaka in the event of a large-scale disaster in Tokyo, ensuring the continuous operation of core functions such as national administration and judiciary. According to this concept, Japan should form a multipolar and decentralized economic circle, by encouraging population migration, supporting universities, and creating employment opportunities for young people, to disperse the population and avoid the exacerbation of Tokyo's "unipolar" situation.

The Japan Restoration Society, based in Osaka, vigorously promoted this idea and included it in the cooperation agreement when forming a ruling coalition with the Liberal Democratic Party. Osaka Prefectural Governor Yoshimura Yofumi said on May 29th that a special team will be formed in mid June to accelerate the relevant work of the "Vice Capital" concept and submit specific suggestions to the Japanese government. The Japan Restoration Society hopes to pass relevant bills in this parliament to establish a "Deputy Capital" Construction Promotion Headquarters and establish a new position of Minister.

When the Liberal Democratic Party recently discussed the concept of a "deputy capital", there were opposing voices within the party. Some members of the Liberal Democratic Party called it a "political show of the Japan Restoration Party", while others claimed that there may be legal issues with the related voting. According to Japanese media, it is expected that the process of establishing a "deputy capital" by the Japan Restoration Society will encounter resistance.
