Economic Observation Network According to the CCTV News client, on October 11th, as one of the important supporting activities of the 2026 Beijing Complaints and Immediate Reform Forum, the documentary film "Your Voice 2" was screened in Beijing. Officials from Beijing Municipality, China Central Radio and Television Station, and the Chinese Academy of Social Sciences attended the event. About 450 people, including leaders of some internationally renowned cities, leaders of international organizations, domestic and foreign experts and scholars, frontline workers in handling complaints, film production teams, and representatives of Beijing citizens, participated in the screening event.
Two years ago, the documentary film "Your Voice" created by China Central Radio and Television Station showcased Beijing's innovative practice of deepening the reform of immediate handling of complaints through the use of citizen phone numbers connected to the "12345" hotline in Beijing. After the film was released, it broke the box office record of Chinese documentaries in the past five years with a box office of more than 80 million yuan. It was also shown in New York, Los Angeles, St. Petersburg and other cities, and won many honors such as the best documentary award of the Golden Rooster Award Award for Chinese films. It used real images to interpret the people centered development idea, which aroused strong resonance among audiences at home and abroad.
As a sequel, "Your Voice 2" took nearly a year to track and shoot, accumulating nearly 500 hours of footage and interviewing nearly a hundred people from all walks of life, presenting the process of people's urban reform and innovation from an international perspective and authentic way. The entire film has no commentary and is purely documentary, allowing only the camera and the voices of the parties involved to speak for themselves. The film uses flesh and blood, heartwarming real stories to explore the common problems brought about by urban development, telling the Chinese story of "people's cities built by the people, people's cities for the people", and showcasing the profound impact and valuable value of the 12345 hotline and complaint handling reform on world urban governance.
The film was produced by the Central News Documentary Film Studio (Group) under the Central Radio and Television Station, and jointly produced by the Organization Department of the Beijing Municipal Party Committee, the Propaganda Department of the Beijing Municipal Party Committee, and the Beijing Municipal Government Service and Data Management Bureau.
Since 2019, Beijing has innovatively carried out the reform of receiving and handling complaints through the 12345 citizen service hotline platform, exploring a modern new path of mega city governance driven by citizen demands. Over the past 7 years, the 12345 hotline has received approximately 200 million appeals, with a resolution rate and satisfaction rate both exceeding 97%.
The 2026 Beijing Complaints and Immediate Reform Forum will be held from October 12th to 13th, with the annual theme of "Digital Intelligence Era and People's Cities".
