On July 10th, the Shapingba District Market Supervision Bureau organized a forklift safety warning education conference for the entire district in order to deeply learn from the lessons of forklift accidents that have occurred across the country in recent years and deploy forklift safety chain rectification work. More than 500 relevant departments such as the Emergency Management Bureau and Transportation Commission of Shapingba District, as well as key park management units, forklift rental enterprises, large-scale warehousing logistics and factory enterprise safety management and operation personnel in the jurisdiction, attended the meeting.

At the meeting, sections such as accident case analysis, rectification plan interpretation, and enterprise communication were set up to conduct in-depth analysis of typical accidents and sound the safety alarm for participating enterprises. The system reviews fatal accidents such as forklift squeezing, overturning, and falling from heights, and systematically sorts out high-frequency violations such as blind driving due to the obstruction of the line of sight by goods at high altitudes, operators not wearing seat belts, unqualified personnel operating forklifts without authorization, and illegal standing on the forks for high-altitude operations. It deeply analyzes the deep-seated problems of enterprises' "emphasis on production and neglect of safety", lax control of park access, and rental enterprises' "only renting without care", and intuitively demonstrates the harm caused by illegal operations.

In response to the loopholes in the full chain management exposed by the accident, the Shapingba District Market Supervision Bureau interpreted the forklift safety full chain rectification work plan on site, clarified the legal responsibilities of the three parties involved in park site management, forklift leasing, and equipment use, and designated key areas for law enforcement and investigation such as unlicensed employment, equipment failure to be inspected beyond the deadline, and high-risk illegal operations.

During the communication session, representatives from park management, forklift rental, and warehousing and logistics companies spoke up, facing their own management shortcomings and publicly committing to strictly implementing safety control measures, stating that they were not wearing seat belts, illegally standing on a forklift for high-altitude operations, and obstructing their view of the goods due to excessive height without reversing, ultimately leading to a tragedy.

The participating companies stated that they will organize internal warning education for all employees as soon as possible after the meeting, compare with the list of accident hazards, comprehensively carry out self-examination and self correction, strictly implement mandatory management requirements such as forklift registration and inspection, driver certification, and on-site supervision.

The Emergency Management Bureau of Shapingba District, on behalf of the District Safety Committee Office, has made work arrangements to clarify the normalized mechanism for cross departmental information sharing, joint inspection, and joint punishment. It requires all departments to work together, break down regulatory barriers, and build a comprehensive forklift safety supervision pattern.

The relevant person in charge of the district market supervision bureau stated that all types of market entities must tighten their responsibilities for safety production, strictly implement "daily control, weekly investigation, and monthly scheduling", and guard the three safety checkpoints of equipment compliance, personnel certification, and on-site control. Law enforcement personnel must adhere to the principle of "filing as many cases as possible and investigating as many cases as possible", and form a long-term deterrent through high-intensity law enforcement.

Next, the Shapingba Market Supervision Bureau will comprehensively carry out the rectification of forklift safety throughout the entire chain. Each park strictly implements the qualification review system for forklift entry, and prohibits unqualified equipment and unlicensed personnel from entering the site for operation; Forklift rental enterprises shall standardize leasing contracts, implement maintenance, safety disclosure, and information filing obligations; Warehousing and production enterprises should strengthen the separation of personnel and vehicles, cross operation supervision, and strictly prohibit dangerous operations such as standing at forks, climbing high, and speeding. Each town and street will simultaneously launch a net type hidden danger investigation, and strictly crack down on all kinds of illegal and irregular behaviors of special equipment. The Shapingba District Market Supervision Bureau will regularly organize joint law enforcement inspections, improve multi-party collaborative long-term supervision mechanisms, effectively safeguard the safety of employees' lives and property, and escort the safe, stable, and high-quality development of enterprises.
