On June 5th, citizens of Chengdu, Sichuan reported on mainstream media platforms that night racing on Longdu North Road in Longquanyi District was disturbing residents. The next night, the Chengdu Traffic Police Eighth Branch launched a special rectification campaign on the road section and publicly announced the progress of law enforcement and disposal in the comment section.

On June 16th, citizens left a message stating that there were exposed rivets on the sidewalk of Xixin Avenue, posing a safety hazard.

The modified cars that roar and explode the streets, the hidden nails that harm people on the road surface, the piles of fire exits in residential areas, and the disorderly accumulation of construction site debris... These safety "troubles" hidden at the doorstep of citizens now have a complete closed-loop solution system in Chengdu.

Currently, Chengdu fully implements the deployment requirements of the Central Committee of the Communist Party of China, the State Council, the Provincial Party Committee, and the Provincial Government, conscientiously implements the three-year action plan for tackling the root cause of safety production, establishes a normal mechanism for "large-scale investigation, large-scale exposure, and large-scale rectification" of safety hazards, and focuses on building a multidimensional investigation system, multi-level exposure platform, and multi-level rectification mechanism to promote the transformation of safety governance mode towards pre prevention.

Since June this year, Chengdu has targeted the most intuitive and strongly reflected safety pain points around the people, innovatively established a "message interaction, open handling" public safety appeal response channel, and focused on 7 types of high-frequency safety hazards such as road damage and diseases, racing and street bombing to carry out "small incision" special rectification pilot projects.

A set of visible and tangible disposal processes, including citizens leaving messages, media public exposure, joint handling by multiple departments, and full process tracking and reporting, has been implemented and proven effective in Chengdu. Faced with the reality of multiple and widespread safety hazards, limited professional supervision capabilities, and scattered channels for problem reporting, Chengdu has first solved the problem of "early detection and full coverage".

Relying on official media platforms such as "Chengdu Release" to upgrade and launch the "Public Opinion Express", Chengdu has simultaneously built a hidden danger demand collection network of "city and county level online public opinion platforms+community party building teams+mobile social forces", extending the tentacles of problem perception to the nerve endings of urban governance such as municipal roads, residential communities, and commercial construction sites, providing a solid foundation of public sentiment for micro governance in the whole area.

One message, respond within half an hour. Since the launch of the action, a total of 1130 effective appeals have been collected and over 1050 have been resolved, with a stable resolution rate of over 90%. The demands are responded to, the problems are managed by people, and the risks are effectively treated. From "give it a try" to "really work", a small message area is becoming a governance site, reflecting the precision and development temperature of urban governance.

Not only through online public opinion channels, Chengdu has launched a series of hidden danger discovery "combination punches": promoting the "Rong'an Riding the Whistle" action, unblocking the 12345 citizen hotline, launching the "Hidden Danger Random Shooting" mini program, and implementing public participation rewards and internal "whistleblower" reporting systems within enterprises.

Under the parallel implementation of multiple mechanisms, Chengdu has successively verified 73 typical cases of illegal sales of refined oil products, illegal operation and storage of fireworks and firecrackers, and has cumulatively investigated more than 1.5 million hidden dangers, effectively solving the bottlenecks of insufficient departmental investigation coverage and untimely discovery of source hidden dangers, expanding the "capillaries" of hidden danger discovery, smoothing the "microcirculation" of demand disposal, and providing a sensitive "warning outpost" for the safe operation of the city.

Strengthen multidimensional supervision and make the entire process public for handling

If hidden dangers can be reported, it is even more important to handle them clearly.

Chengdu has established an online work order circulation system to publicly disclose the total amount, completion rate, and number of safety appeals received, processed, and processed, including the investigation and punishment of modified vehicles, detention of illegal personnel, administrative fines, as well as the removal of construction debris, streetlights, and road studs. This system ensures that the entire process of appeal acceptance, on-site disposal, and account closure is open to the public and subject to citizen supervision throughout the entire process.

The quality of rectification is not up to standard, and the evaluation of the masses is the standard. Chengdu has simultaneously established a closed-loop message evaluation mechanism, allowing citizens to independently rate and leave messages on the speed of disposal, quality of rectification, and service attitude. As of now, we have received over 170 interactive likes from citizens.

At the same time, social forces such as citizen observers, grassroots grid workers, and food delivery workers have also been mobilized to conduct on-site inspections of the implementation of rectification demands, using multi-party supervision to force departments to speed up their performance and promote the masses from "bystanders" to "co rulers" of urban safety.

At the level of public opinion supervision, Chengdu has established a three-dimensional exposure matrix of "mainstream media+portal websites+N types of new media". Since 2024, Chengdu TV's "Tonight 800" program has launched 125 episodes of the "Safety Hazard Investigation" special program, exposing 9956 major hazards, typical accidents, and punishment cases through all media channels, forming a pattern of online and offline collaborative efforts and complementary internal and external supervision.

Strengthening the responsibility of the entire chain and deepening the treatment of both symptoms and root causes

Improve the closed-loop system of "major rectification" of hidden dangers

Discovering hidden dangers is the starting point, solving problems and preventing rebound are the foothold.

To this end, Chengdu has established a fully closed-loop disposal mechanism of "message dispatching disposal follow-up feedback", implementing immediate transfer of appeals and upgrading supervision of key issues. It adheres to rigid law enforcement against illegal sales of modified cars, unregistered operations, illegal splicing and modification, and other illegal behaviors. It not only aims to eliminate explicit safety issues as quickly as possible, but also focuses on long-term improvement of institutional mechanisms to prevent problems from rebounding.

In response to the high frequency of complaints from citizens, such as street racing, hidden dangers of road studs, and fire safety in residential areas, Chengdu city has integrated appeal data to carry out special rectification and promote the upgrading of governance mode from "single point rectification" to "systematic governance".

On this basis, Chengdu will further rectify the entire chain of livelihood areas such as electric bicycles and urban gas, and include them in the "One Field, One Tackle" special action covering 19 safety production professional committees. This will ensure the implementation of solid measures throughout the entire chain, including planning layout, policy support, project implementation, funding guarantee, force allocation, and daily management.

In order to consolidate safety responsibilities to the forefront, Chengdu has also established a "three letter and one book" hierarchical reminder and warning mechanism. Through work reminder letters, reminder and urging letters, notification and criticism letters, and exposure warning notices, pressure is transmitted step by step, and safety responsibilities and prevention and control measures are compacted layer by layer to the responsible parties and grassroots positions, ensuring that risk and hidden danger investigation and rectification truly achieve closed-loop implementation and practical results, making the city's safety defense line stronger and stronger.
