Industry women's federations and business district women's federations targeting female drivers, female riders, female anchors, stall female managers, homestay female owners, and other groups have emerged one after another, extending care services to the "last mile" accurately, helping the "she power" of Hangzhou's high-quality development to integrate into urban grassroots governance, and becoming the "knowledgeable" and warm "new" family members around these women.

Recently, a meeting was held to promote the improvement and expansion of women's federations in emerging fields throughout the city. The meeting summarized the effectiveness of the construction of women's federations in our city, deployed the next stage of quality improvement and expansion tasks, released annual plans, interpreted work guidelines, and put forward new requirements for women's federations in emerging fields throughout the city in terms of battlefield construction, team training, and mechanism innovation.

The meeting clearly stated the need to deepen party building and women's construction, implement the "Three Year Action Plan for the Warm" New Action of Hangzhou Women's Federation ", innovate and introduce the" Management Measures for Women's Construction Liaison Officers (Instructors) in Emerging Areas of Hangzhou City ", comprehensively establish and strengthen the team of women's construction instructors, achieve full coverage of liaison and guidance for key enterprises, parks, commercial districts, buildings, and social organizations, and open up the end of grassroots women's construction work; Consolidate the achievements of women's federations in key non-public enterprises, and promote women's federations such as the top 500 private enterprises, the top 100 Internet enterprises, and the specialized and new "little giant" enterprises to be fully built and dynamically cleared; Deepen the coverage of women's federations in key areas of provinces and cities, and create distinctive women's construction brands; Improve the quality of women's construction in key industries and achieve connectivity at the city and county levels; Pay attention to 7 new employment groups including social e-commerce, live streaming, online home service, express delivery, food delivery, online car hailing, and truck drivers, expand the coverage of women's federation organization construction in related fields, promote the improvement and expansion of warm "new" post homes in areas where new employment groups are concentrated, and continuously enhance the sense of belonging, sense of security, etc. of women in emerging fields. It is expected that by the end of 2026, the coverage rate of women's federations in emerging fields in the city will reach 98%, achieving a dual improvement of "tangible" coverage and "effective" coverage.

Previously, women's federations at all levels in Hangzhou established a number of emerging field women's federations, including the first digital economy women's federation, online writer village women's federation, and live streaming e-commerce industry women's federation, in accordance with the four models of "separate establishment, industry unified construction, regional joint construction, and village and community support". They extended the work of women's federations to industrial parks, building commercial districts, platform enterprises, social organizations, express delivery and food delivery, live streaming e-commerce and other industry fields, and relied on the forefront matrix of "warm 'new' post homes", "women's micro homes", and "women's homes" to provide rights protection assistance, entrepreneurial empowerment, and heartwarming care services to newly employed women, forming a batch of replicable and promotable women's construction models.

Next, Hangzhou will continue to weave a network of women's federations in emerging fields, leading them to focus on ideological and political guidance, women's empowerment, women's care services, grassroots governance participation, and other aspects, activate linkage efficiency, carry out characteristic activities, create a "warm new" brand, unite and mobilize women in emerging fields throughout the city to integrate into the urban development context, and contribute to the new era. At the same time, we will focus on five major directions: heartwarming protection, growth empowerment, talent leadership, industry mutual assistance, and joint governance and efficiency improvement. We will do a good job in responding to demands, linkage assistance, rights protection, skills training, etc., and continuously enhance the leadership, organizational, and service capabilities of women's federations in emerging fields.
