Hangzhou's agricultural pollution control has submitted its semi annual report. The reporter learned from the semi annual work exchange meeting on rural domestic sewage treatment held in the city recently that since the beginning of this year, Hangzhou has comprehensively promoted the upgrading and transformation of rural domestic sewage treatment facilities, as well as long-term standardizationOperations, digital reform, and urban-rural integrationAt present, the coverage rate of administrative villages for rural domestic sewage treatment in the city has reached 99.63%, including key tasks such as integrated management.
While continuously expanding the coverage of governance, the treatment of rural domestic sewage in Hangzhou is further shifting towards refinement and long-term effectiveness. Based on the distribution of villages, industrial characteristics, and ecological environment in different regions, each district and county (city) has explored governance models according to local conditions, and formed a series of characteristic practices in source control, facility operation and maintenance, resource utilization, and digital empowerment.
In Xihu District, the household rate of rural domestic sewage facilities, the treatment rate of surrounding villages in urban areas, and the water quality compliance rate have all reached 100%. Among them, in response to the problems of multiple and diverse brewing operators in Shuangpu Town, irregular production cycles, unclear responsible parties for the collection and disposal of brewing wastewater, and inadequate daily inspection mechanisms, the local authorities have carried out a comprehensive investigation on a village by village basis, establishing a "one person, one file" ledger for brewing households and masters, synchronously improving the brewing wastewater collection system, and promoting precise control at the source. At present, the collection rate of brewing wastewater in Shuangpu Town has increased by 80%, and abnormal discharge incidents have been reduced by 95%. In the first half of this year, more than 1200 tons of brewing waste liquid were properly disposed of locally.
For Xiaoshan District, which has a large number and wide distribution of rural domestic sewage treatment facilities, long-term operation and maintenance have become the focus of governance. At present, there are 1258 rural domestic sewage treatment facilities covering 349 administrative villages in 19 towns and streets, benefiting about 180000 households. The local government has issued detailed rules for the operation and management of rural domestic sewage at the district level, formulated a special plan for seasonal water quality classification and control, and established a "one stop one file" system for more than 1100 treatment facilities, resulting in more than 2000 facility physical examination reports.
Starting from the institutional mechanism, Tonglu County has tackled the problems of mixed rain and sewage, unclear rights and responsibilities, and weak supervision. It has promoted the integration of urban and rural areas, factory networks, and supply and discharge, and built a full chain governance system for the construction, management, and maintenance of sewage facilities. The county has integrated six key projects for sewage treatment, promoting the zero direct discharge renovation of 137 residential areas, upgrading of rural domestic sewage facilities in 45 administrative villages, and repairing of 9 township pipe networks, forming a comprehensive closed-loop governance model. At the same time, in response to the characteristics of a large number, scattered distribution, and mixed problems of rural domestic sewage facilities, a grid based investigation and graded control mechanism of green, yellow, and red "three color management" will be established.
As the only special ecological functional zone in the province, Chun'an County continues to explore the utilization of rural domestic sewage and tailwater resources. At present, 425 sets of graded utilization facilities have been built in the county, with a total volume of 3080 cubic meters of recycled water tanks and a daily recycled water volume of about 6700 tons, achieving a resource utilization rate of 54.78%. Through the construction of ecological oxidation ponds, intelligent irrigation pipelines, and other facilities, the standard effluent is used for irrigation of orchards and tea gardens in the local area. In addition, a "reuse priority, ecological bottom line" governance model is adopted in the lake area to reduce the entry of pollutants into the water body through cascade consumption, ecological interception, and other methods. At the same time, by setting up multi-level convenient water intakes and exploring models such as "agricultural pollution control+shared vegetable gardens", the treated wastewater can be used for agricultural irrigation nearby, improving the rural water environment while reducing the cost of water for farmers' planting.
Digitization has become an important means to improve the efficiency of rural domestic sewage treatment. Jiande City is building a smart management system for rural domestic sewage, which collects more than 5000 operation and maintenance inspection records and over 10000 water quality testing data every month. It also collects more than 420000 online monitoring data in real time, connects 590 flow monitoring points and 402 video monitoring points, and achieves dynamic monitoring of facility operation status. On this basis, the local government has implemented a four-color "health code" digital grading control system for rural domestic sewage facilities, established a mechanism of "one click reporting of demands by the masses, half an hour on-site disposal, and full process closed-loop cancellation", and included villagers' satisfaction and complaints in the "agricultural pollution index" evaluation indicators, gradually transforming villagers from "bystanders" in governance to "participants" and "supervisors".
The relevant person in charge of the Municipal Construction Commission stated, "In the second half of the year, we will continue to closely focus on the annual rural domestic sewage treatment target tasks, continue to promote facility construction and long-term operation and maintenance, further improve digital supervision, resource utilization, and urban-rural coordinated governance levels, promote the transformation of rural domestic sewage treatment from 'coverage in place' to 'quality and efficiency improvement', and continuously optimize and enhance the rural living environment
