·On August 10th, the Shanghai Municipal Commission of Commerce and seven other departments issued the "Shanghai National Service Trade Innovation and Development Demonstration Zone Construction Plan" (hereinafter referred to as the "Plan").
Interpretation:In April 2026, the Ministry of Commerce of China released the "Overall Plan for the Construction of National Service Trade Innovation and Development Demonstration Zones", clarifying that Shanghai is one of the first batch of national service trade innovation and development demonstration zones. ·On August 12th, Zhejiang Province issued the "Several Measures to Promote the Industry University Research Collaboration of Brain Computer Interface" (hereinafter referred to as the "Several Measures").
Interpretation:The "Several Measures" clearly state that it is necessary to focus on the deep integration of technological innovation and industrial innovation in the field of brain computer interfaces, with the construction of major application scenarios such as medical, consumer, and industrial fields as the driving force, and to build an industry university research linkage mechanism for industry co training, resource coordination, risk sharing, and benefit sharing. The policy will be officially implemented from September 10th.

Interpretation:In recent years, Jiangsu Province has revised the "Regulations on Promoting the Transformation of Scientific and Technological Achievements in Jiangsu Province", established the first regional technology transfer and transformation center for universities in China, and launched innovative measures such as "dual high synergy", making the transformation of scientific and technological achievements at the forefront of the country. The introduction of the "20 Measures for the Transformation of Achievements in Jiangsu" aims to study new situations, solve new problems, break through bottlenecks, and establish a new system for efficient transformation and application of scientific and technological achievements that integrates research and application, laying a solid foundation for the construction of a high-level science and technology strong province. The document contains 20 measures to enhance the supply of high-quality scientific and technological achievements, explore and activate the value of scientific and technological achievements, and strengthen market-oriented technology transfer institutions, along with 22 supporting policies. It is the "construction drawing" for Jiangsu to promote the transformation of scientific and technological achievements in the next five years.
The policy measures are closely related to three aspects: strengthening the front-end concept verification, establishing 50 provincial-level concept verification centers, providing each with a construction fund of 1 million yuan from the provincial finance, supporting verification funds, and professional manager services; Clarify the concept of state-owned assets and enterprises, and demonstrate that research and development investment can be seen as equivalent to profit, in order to stimulate the enthusiasm of state-owned enterprises to participate.
