He Niang, a member of the Party Group and Deputy Director of the Municipal Intellectual Property Bureau, introduced that the "Measures" include 18 specific measures, which build a complete framework for industry development from three dimensions.

——Focus on key areas and build high-level service support capabilities.Promote the intellectual property service industry to empower technological innovation, industrial development, rural revitalization, and opening up to the outside world, and integrate with the development of productive service industries.

——Focus on full chain services and build a high-quality service supply system.By focusing on the five dimensions of intellectual property creation, transformation, law, data information, and public services, we aim to optimize the quality of service supply, expand service areas, and provide strong professional support for enterprises throughout the entire process from application, application, to protection.

——Focusing on regulation and incentives, creating a high-level industry development environment.Continuously strengthen government supervision, industry self-discipline, institutional autonomy, and social supervision to promote the standardized construction of industry associations. Cultivate high-level service institutions through hierarchical classification, and support the construction of intellectual property service industry clusters in eligible district and county parks; Increase financial and policy support, and encourage districts and counties to establish special funds for high-quality development of intellectual property services.

In recent years, our city has adhered to the principle of equal emphasis on supervision and service, regulation and development, and has achieved positive results in the development of intellectual property services. He Niang introduced that there are currently 203 patent agencies, 1001 registered trademark agencies, and 548 practicing patent agents in the city. From city level centers to district and county windows and industrial parks, the three-level public service network has basically taken shape.

In the layout of the "9611" modern service industry system in the city, the intellectual property service industry is an important productive service support. Yuan Yunfeng, Director of the Economic and Trade and Service Industry Department of the Municipal Development and Reform Commission, said that during the "15th Five Year Plan" period, the industrial scale of Chongqing will continue to expand, and the role of intellectual property services will become increasingly crucial. In the future, we will make good use of municipal special funds, introduce and cultivate high-end intellectual property service institutions, and rely on operational platforms such as Liangjiang and Mingyue Lake to promote the deep embedding of intellectual property services into advantageous industries such as new energy vehicles and electronic information, activating industrial innovation momentum through the integration of the two industries.

The standardization and rectification of the industry are being promoted synchronously with the development of the industry. He Shaoguo, Deputy Chief of the Criminal Investigation Team of the Municipal Public Security Bureau, emphasized the need for market entities to be vigilant against new types of illegal crimes: "Nowadays, many agency agencies are using the guise of 'guaranteeing high-tech certification and subsidies' to collude with shell enterprises to forge patents and research and development materials to defraud financial rewards. The criminal chain shows characteristics of gang like, cross regional, and industrialized." He stated that the public security department will work with multiple departments to open up channels for transferring clues, implement a full chain penetrating crackdown, and continue to deepen the "Rectification and Standardization Year" action of the intellectual property agency industry to safeguard the bottom line of industry development.

Small and medium-sized enterprises are the key service recipients of intellectual property services. Sun Zhijun, Director of the Small and Medium sized Enterprise Development Promotion Department of the Municipal Economic Information Commission, introduced that the 340 specialized, refined, and new "little giant" enterprises in the city have an average of 22.3 invention patents per household, making them the main force in developing new quality productivity. The special action on intellectual property public services for small and medium-sized enterprises launched this year innovatively introduces three service directions, highlighting the development needs of enterprises, the sinking of service resources, and the innovation of service methods, accurately matching various needs of small and medium-sized enterprises such as patent mining, brand cultivation, and rights protection.

In response to the pain points of running back and forth in handling affairs for enterprises, Chongqing has launched a pilot reform of "Enterprise Standard Communication". Mi Wenjun, Deputy Director of the Registration and Licensing Bureau of the Municipal Market Supervision Bureau, introduced that in the past, after a company changed its name or address, it needed to separately apply for industrial and commercial and trademark business, submit materials repeatedly, and run errands through multiple windows. Currently, Yuzhong District and Rongchang District are piloting the implementation of one form application, one set of materials, and one window acceptance, with automatic data circulation in the background and synchronous completion of two changes. As of now, 125 enterprises have experienced this convenient reform. Mi Wenjun revealed that he strives to promote the implementation of "enterprise standard integration" in all districts and counties of the city by the end of this year, so that more enterprises can enjoy the convenience of the reform.
